I'd love to bid 2♥ but it is simply too risky.
Partner will have 8 or 9 points and no heart fit too often and have nothing to say. So we risk missing game.
2NT seems a perfectly reasonably alternative to the double and 3♥ suggested in the opening post. I will try that.

He can raise, can't he? But this is about he worst hand, I can construct without a bid. (Ok, KQx,x,Qxxx,Kxxxx is bad either)
With 4 or more spade, he can bid 2 Spade, with a stopper he can bid NT, with clubs clubs....
