You're not playing support doubles so partner can have 0-3 spades, do you balance? If you do, how?

Now that I have read the auction correctly:

Partner will not have 3 card support if 1S promised 5. Partner did not bid 2S, so we have the choice of double or 2NT. Double might get left in, and doubling with a void is just too dangerous.

2NT is not natural in our world, when the opps have bid and raised a suit. By inference, it should show pretty much exactly this distribution, and opener can knowingly choose the correct minor.

Did 1 show 5+? So partner doesn't have three, support double or not.
This is pretty annoying spot. Double seems bit scary since partner holds 4 and might try to penalize quite often in these zones and I don't like my defenses. I'm not actually quite sure what is 2NT here? Until I know, I go with double but I don't like it too much.
