3 here is described as 13-18 total points, 5+ sp, 4+ clubs. I think non-forcing, therefore 12-13 total points is std, with 5+ clubs? Or is it? Stronger hands with clubs would have to bid something else.
I don't know if there is much std about what red suit bids show. I think most common and simplest would be 3h = some 5314 14+, catering to partner having to bid 2nt with 5 cd hearts. It's possible to get quite complicated here as in Fred's old improving 2/1 article #3.

It's not a terribly common auction, usu opener can just bid 3nt or pass; don't know if it's worth optimizing.
