Very logical - GIB is wiling to play 2, then decides to balance with a jump to 4?

"But I don't want to go among mad people," Alice remarked.
"Oh, you can't help that," said the Cat: "we're all mad here. I'm mad. You're mad."
"How do you know I'm mad?" said Alice.
"You must be," said the Cat, "or you wouldn't have come here."

I've seen similar behavior, too, and I don't get it.

Is it mathematically feasible that the safe plus in 2 outscores the chance of possible game bonus in 4 so it figures it doesn't pay to bid on; whereas the risk of going down in 3 if it competes, tips the odds in favour of going for the game bonus? That doesn't justify the bidding sequence, but it might explain it.

It probably resimulated and determined it'd have a good help suit once it determined an opponent likely had a whole bunch of hearts.
