Is there an opening lead penalty because of the changed bid?

No. Yes. In both cases, see Law 26A2.

Read 26A2. There are no restrictions on the player who made the insufficient bid. Declarer may either forbid or require a spade lead by the offender's partner at the partner's first turn to lead. And if he chooses to forbid, it lasts as long as the partner retains the lead.
It's easy to remember because the options are similar to when the partner of a player with a major penalty card gets the lead.
