It depends on your agreements. I have seen a lot of good players in BBF who prefer to skip hearts when they are weak such as this hand.
The way i play negative double it doesn't promise 8+ hcp. All it says is ' I was gonna bid 1♥ if RHO did not interfere' And i dont play it foecing when i correct to diamonds later.
This has ups and downs. When i start with doube i may not be able to show my support later, or i disable myself from bidding diamonds as forcing, but with the hands that i start with 2♦, pd will not waste time trying to find a heart fit knowing that i do not have them.
So i double playing with someone in my style, else i start with 2♦
