2 is wide-ranging (a wildcard). 4 is not. Having bid 4, I am out of it. I have given the opponents a bit of room, but we have seen cases where the lower (stodgy) variant preempt gives them enough room to make even worse decisions. Partner is in charge of any subsequent action by our side, with full knowedge of what he has to work with in my hand.

Nice lesson about preemption. Many people tend to bid twice on these situations.
