Is Gib's double reasonable?

I am wondering why Gib double instead of 2 with 9hcp plus after 2,even basic robot,I think Gib's double is wrong,any idea?

Possibly an immediate 2S would have shown a stronger hand, and forcing, and GIB felt it was not strong enough for that action. It may have been intending to introduce Spades later if safe or forced.What would X, 4D or 4H have shown instead of 5D?

direct free bid, new suit, is 11+TP. ( and forcing )

Here GIB has 10TP, so it goes through double.

Please note:Gib N is a passed hand.
it is unreasonable for Gib N to bid 2 with a passed hand ?obviously this argument is untenable,not to mention the fact we can bid 2 with 6 card and 10hcp with a unpassed hand at direct seat .

I agree with Lycier that requiring 11tp for the free bid is being too specific. North would have opened in first seat with 5 and 12+ total points, so there's no need for the free bid to show specifically 11 total; 10-11 is more reasonable.

Also, I'm surprised that North, with the somewhat-recent GIB updates, didn't open 2 in first seat.
