Playing on a club game against friend opponents I had:
♠10xx
♥Qxxx
♦Ax
♣K9xx
There was some chit chat while we played, with some jokes here and there.
On first position partner open 2♠ (weak) vul vs not, RHO passes (not quickly, but not slow enough probably)
So I took some time considering 3♠ at this vulnerability, but in the end decided it is too risky. So I passed.
LHO said: Oh well, no way I am gonna reopen after that hessitaition, and laughed. So he passed. 2♠ our side was cold top.
This made me feel bad but I don't think I did anything wrong, am I correct?

You had a legitimate bridge reason to hesitate. I see nothing wrong.

I'm not sure that's the whole point - when RHO does not pause for sufficient time over the stop, that affects our thinking rhythm, so they can't then call a foul.
Well, they can. But they shouldn't, and more importantly the director should not let them get away with it if they do.

I think that it is a good idea for partner to continue to hold out the "stop" card even if LHO has passed quickly. Thus he can give the thinking time LHO didn't use to his partner.

Under English rules, that might work. Under American rules it wouldn't. Don't know what the rules are in Spain.
