We currently play Landy over 1NT. While discussing with my partner about adopting some new defence to 1NT, I looked up the legality of various defences at Level 2, and found this:

Blue Book 6G4 said:

All ... responses to second seat overcalls must be natural (other than a cue bid of opener’s or responder’s suit to show a good hand).

This seems to imply that the Landy 2D advance (1NT)-2C*-(p)-2D* asking for the longer major isn't legal at Level 2, which is very surprising given that Landy is probably the most popular defence to 1NT played in the UK.

Is this an oversight, too literal a reading, intended, or...?

This is worthy of getting looked at by the powers that be, how legal is the As(p)tro 1N-2-P-2 (less than 3 hearts tell me more) by this definition ?

But also - Wank nails this

Our Really Easy Afternoons and Weekends are Level 2. If you want it to be less restrictive you could make a suggestion to the L&E committee.

I suppose one might ask how many don't play in these level 2 events because they can't play their favorite defense to 1NT.

I don't think that would be a very good question to ask, I presume that practically everyone who actually cares about regulations has surpassed level 2 events.

Then what would be the point to changing the regulation?

To allow really common conventions that they will meet in any club.

Presumably you cannot play Stayman or transfers after a 1NT overcall either.

Why would you presume that? What is the connection?

You can because the 6G section is about defending against 1N, although that wasn't clear from the OP

Reading the book, 6G4 makes no sense at all.

"All other overcalls or responses to second seat overcalls must be natural (other than a cue bid of opener’s or responder’s suit to show a good hand)."

However the opener hasn't shown a suit! This would seem consistent with overcalls of a suit opening bid. It almost looks like this should be 6F4 with the preceding line

"Overcalls and responses to second seat overcalls must otherwise be natural."

being removed.
No matter how well you know the laws, there is always something that you'll forget. That is why we have a book.
Get the facts. No matter what people say, get the facts from both sides BEFORE you make a ruling or leave the table.
Remember - just because a TD is called for one possible infraction, it does not mean that there are no others.
In a judgement case - always refer to other TDs and discuss the situation until they agree your decision is correct.
The hardest rulings are inevitably as a result of failure of being called at the correct time. ALWAYS penalize both sides if this happens.
