I thought it is blackwood and ace asking and GIB passed it.

GIB doesn't have that agreement and so treats it as natural NF.

it would seem that it should have a meaning doesn't opening 3NT show some wicked high range?
I guess then if you hover and no explanation you are in unexplored GIB territory
