Start Up Options disappear

OS: WIN8.1 , browser Google Chrome
Browser cookie settings : DO NOT ALLOW 3rd party and CLEAR COOKIES ON EXIT = yes
Because I do not allow 3rd party cookies and I CLEAR COOKIES on browser exit
MY LOGIN OPTIONS DISAPPEAR between logins

Is there a way to retain my bbo options using my current browser settings ?

The web app uses Flash Local Storage, not browser cookies, to store your settings. When you're in the BBO application, right-click somewhere in the playing area and select "Settings". Go to the Local Storage tab of the popup and select "Allow".

It's possible that Chrome's "Clear cookies on exit" setting overrides this and also clears Flash storage. If so, I think you're out of luck.

Note that the settings aren't 3rd-party cookies. If you disable those but don't use "Clear cookies on exit", you should be OK.
