Setup hands?

More than a few times I’ve wondered if some hands are setup with intent to inflict pain and suffering upon the player. It’s as if some people are bored, so they sit around and dream up these hands to get a reaction. Interesting, challenging hands are one thing, but these are something entirely different.
This is one of hundreds of examples in this category, but I must admit that this one makes the top 20.

Hand 1 west jumps in at 3 level. Hand 2 north is silent.
