IMO the auction should go 1h-1nt-2c-2s-2nt-all pass.
And west really has no reason to bid after 3c, for that matter.

Alternatively, it's an advert for KI, which gets you playing in 2NT without risking being raised in clubs. Alternatively, it's an advert for literally any sensible system except 2/1, though that's a separate matter.

All that needs to be done is to rebid 2NT rather than that silly 3♣ and then it is passed out.
