2. Pass = NAT MikeH is right: the green card is underused.
In defence of action: Sometimes, we'll be able to make a 4-level contract. More often, opponents can make 3/4♠, so double may enable a profitable sacrifice. Mercifully, at match-pointed pairs, it's question of frequency. Admittedly, the vulnerability is a worrying consideration.
