I believe he's referring to the problem of having 1-1NT = a wide range of 6-10 HCP.
I admit it's a bit of a problem. I "solve" it by mainly avoiding it with a short 1 approach.
In this case, most of the time, the 1 opener will want to take another bid.
But the issue hasn't disappeared entirely.

We don't have this because we never have 10.
