For the second time this week and the fourth in 2 weeks, my partner and I received an "average" score on the last board of the tourney we were playing: A==; I think BBO needs to address this situation as it places the non-offender at a scoring disadvantage. If the offenders are a cause for missed boards they should be penalized at least one-half board for slow play. I am beginning to resent the slow players.

If there are only a few tricks left in the hand, the TD is encouraged to estimate how the hand was likely to complete, and assign that score in place of the average. If it's an ACBL tournament, this is done automatically using robots if there are about 5 tricks or less, and the human TDs will usually try to assign a score if the clock runs out earlier.
It's obviously harder to assign a score if the clock runs out very early in the hand. If you think the other pair was exceptionally slow, contact the TD and tell them. They can look at the history of the pair and see if this is true. Then they can assign Average Plus to you, Average Minus to the opponents.
