Shouldn't this be penalty?

I did not look at the bid description and doubled 3C. Playing against humans, will not the double be for penalties (even if it was ill-advised)?

No - I would normally take it as 'extra values, no clear direction' Certainly partner can pass if 3CX looks like the best spot, but it's not a penalty double.
