After a Pass there is the obvious 1♥ bid and I'll turn to East's call later.
But now your call over 2♥?

Strong options are, imo, a bad idea.
One advantage of multi is that responder can drive to game with values bidding to make or with a weak hand with shape and both majors.
2D (P) 4D (bid your major) can cause real problems for 4th seat. Is responder bidding to make or to preempt? Does partner hold a blizzard or a hand almost good enough to act over 2D?
If 2D can include a strong option, responder has to cater to that.
This applies equally to other meanings for 2D if 2D could be weak or strong, responder is going to be handcuffed.
I have played multi with a strong option. Hated it. And the strong option rarely arises and can usually be dealt with in some other fashion.

I'm not even sure my simulations have come up with the raise to 4M scenario with a corresponding strong hand

given the vulnerability, we pass in 1st seat.
The suit quality is ok, but we req. more being red. vs. white,
and in 1st seat, for starters the semi bal. nature is not great.
But you need to have firm agreements.
Outside my reg. partnership I would open 2H.
If someone opens 2H 1st, 2nd seat has a clear pass.
With kind regads

Now what to do as North having opened 1♥?
With North passing 2♥, although not quite sure ?
Not quite sure I would have bid 3♦, but opinions will besought once the full hands are published
Taking a cue from another recent post I would likely have bid 2N rather than Pass as North, but there are some tricky decisions

I assume, NS are green, OW are red.
1st auction:
(Pass) - 1H - (2C) - 2D
(Pass) -
I assume 2D is forcing?
We know / have to assume, that we have at most 4 spades between us,
p did not make a neg. X, which he would do with a 4 card spade suit,
so bidding 3NT can wait, but we have to setup a GF seq, hence I am
bidding 3C, lets see what p has to say.
2nd auction
3C was forcing? Something is wrong with the 40HCP abacus, this time
we cant be sure, that we have at most 4 spades, ..., but we know a
heart ruff is likely, I am bidding 3NT.
With kind regards
Marlowe

Correct on vulnerability
I play 3♣ as preference, not sure on the other bidders.
