I had an interesting ruling at the club Saturday which I was unsure about. With opponents silent 1♥ (Acol) was opened to which 1♠ was responded; then 2♦ from Opener. At this point Responder took out the Stop card, then hesitated for a long time, at least 30 seconds. They then turned to the Director (who happened to be kibitzing) and asked if they were allowed to remove it. The ruling is that it was too late to do so. The question is whether this ruling is correct and, if so, what the cut-off point is. Similarly, what would the ruling be if Responder had placed a non-jump bid? As far as I can see Opener has UI whatever happens after the hesitation and question to the Director.

Unless there is an unusual regulation in Germany, the TD was wrong. No-one can be forced to make an unfinished call. So he can remove the Stop card, make a non-jump call, and leave his partner to deal with the UI.
