In section "enemy interference over an opening 1N" I see
over a 3-level preempt, double is negative; bids at the 4-level are natural (except for a cue-bid); 4♦ over 3♦ = both majors 5-5
and
4♦ = Texas for hearts, 4♥ = Texas for spades (provided that the overcall is at the 3-level)
Do they contradict each other?

Note that in the actual text, one is a general agreement, and the other is marked as a "special case".
Normal is actually - and it doesn't matter whether you play WJ2005, Standard American, Precision, or whatever - that 4♦/4♥ is Texas when it's a jump and not Texas when it's not a jump. E.g.
1NT-(2♦)-4♦ = Texas
1NT-(3♦)-4♥ = Texas
1NT-(3♠)-4♥ = Not Texas

Really, I thought the general rule was on up to 3♣ and off from 3♦. In other words the same as Michael wrote except that 1NT - (3♦) - 4M is natural. There is also something to be said for keeping 4 level transfers on over a 3M overcall too, using a transfer to the opponents' suit to show clubs.

So you know there is no contradiction
Texas must be a jump for both major suits and is off, if the opponents overcall higher than 3♣, since 1NT--(3♦)--4♦ shows both majors and is not a jump any more anyway. Therefor 1NT--(3♦)--4♥ is natural.
