I assume you might decline with some total pts 5-6 range?

The explanation of 2N is truncated. Is that 18-20 HCP or 18-20 TP? If HCP I would not expect opener to make a non-forcing rebid below game after responder has made a free bid.

I am curious what South's rebid would be if he had a weak NT. Also, does GIB peek?

South would just pass if he had a weak NT. No, GIB does not peek.

2NT -> Invitational to 3NT game -- 3+ ♣; 18-20 HCP; 22- total points; likely stop in ♠
3NT is currently strange saying exactly 21HCP ( would be reviewed ).
But anyway 2♣ is 6-10TP, which could be 3-4HCP with 6th♣. Any rebid by South except pass shows 15+TP as 2♣ is NF, so it's rather invite to some game.
So 2NT looks that if partner has 5+HCP to accept.

This all seems odd. 2nt shouldn't be basically forcing. 3-4 HCP with 6+ clubs should jump raise 3♣, not bid 2♣. 2nt should be lower range, possibly unbalanced, and accept with like 8+ HCP.
