A couple of explanations

Nothing dramatic about this hand. My only point in posting it is because prior to my settling on the 4S bid I moused over 2H and 3H to see what they would have meant.

2H = 3+H; 5+S; Q+ in H; 14 total points

3H = 5+S; 8-17 HCP; biddable H; 9-19 total points

WTF??? 2H shows an ultra-precise 14 total points, but 3H shows 9-19?? Presumably that should really read "9-13 or 15-19 total points, or exceptionally 14 if H headed by at most the Jack".

Apparently, 2♥ is game invitational, including showing a heart feature. Exactly 14 seems a little anal, but they're saying that less should sign off in 2♠ and more should sign off in 4♠. Fine. I'd guess that 2N, 3♣, 3♠ and possibly 3♦ also show exactly 14.

3♥ should be at least game invitational, so I'd think its minimum should be 14 total points (several of which are presumably for shortness in minor suits). Is it forcing? (Pick a major game?) Or is that 4♥?
