What would North need to bid 3N over 3♥?

Maybe only one heart. Probably you are supposed to rebid 3s, not 3h, but who knows how GIB defines that.

I would have bid 2N over 2D. But that was GIB, and I suppose we should trust GIB to bid according to its own system

What's the meanings of 3♠ after 3♣? if it is 4th suit,I think Gib will bid 3nt.

I don't know. I didn't look in advance, and all of the players who had this auction through 3♣ bid either 3♥ or 3NT. Hopefully someone who can generate auctions with GIB can let us know.
