I don't think that South's 2N is outside GIB expectations. Difficult to be sure as the explanation is truncated and I forget the full def.
At least South's subsequent pass suggests that he does not have anything more worth saying.

So in the end, North has an opportunity to defend a partscore, 4C; a prospect that has some scope for defeat.

We do not sacrifice vulnerable against partscores, so the 4H bid must be expecting to make. Indeed, if it were contemplating a sacrifice it would bid 4D. Major v minor doesn't matter if you are going down so you would choose your better fit. 4D actually makes, instead of going for 1100.
