We do not sacrifice vulnerable against partscores, so the 4H bid must be expecting to make. Indeed, if it were contemplating a sacrifice it would bid 4D. Major v minor doesn't matter if you are going down so you would choose your better fit. 4D actually makes, instead of going for 1100.
