I don't think South is worth a move over 4♥.
OTOH, I think North should bid 3♦ instead of 4♥, on which the bidding goes
1N - 2♦
2♥-3♦
3N - 4♥
At which point South knows the secondary black suit honors are worthless and passes.

I assume the D return is ruffed, so of course you need to unblock a D hon to keep the 9 as an entry to set up the Cs? Easy enough.
