3♦ is 5+♦; 13+ total points.
3NT is exactly the same as 2♦.
Are there any circumstances under which GIB would not bid 3N over 3♦? Maybe if he had both diamond support and a max he'd bid 4♦ instead, so the 3N explanation is the best he can do?

Cannot answer that one, but I think in a std system (already having denied 4cd major) 3♥ and 3♠ would show a stopper in the suit and indicating NO stopper in the other major (to avoid bad 3NTs).
I never saw Gib use stuff like that, but wish somebody could add it to the bidding-db
