I don't understand the question. Do you mean if responder had bid 2D? If so, it would have been a strongi-ish jump shift along the lines of Soloway jump shifts.

I play support doubles, but even if in use, some wouldn’t play them after 1D, as opposed to 1M, and some only play them through 2 of responder’s suit.
Btw, they’re red v white and I think east has made an unlucky guess or an outright mistake. If double is penalty, this one is easy…and I’m leading clubs, not diamonds
If double is not penalty, I pass even if 2N were available, since we have several ways to win and fewer to lose
Partner may reopen. We may not have a making game.
This hand may play badly for us if partner is weak with almost all hcp in diamonds, and otherwise partner may be bidding….so long as I pass in tempo.

I think hand is to strong to open 1NT in 2/1 if you are allowed with ♦A stiff. so you open 1♣, partner bids 1♦ and now what? 2♥(reverse) is a very bad bid with garbage suit, so you would have bid 2NT (18-19) ignoring poor 4 card ♥ suit or 1♥as you must always bid 4M at one level.
I hope I am playing with partner (responder) who bids 4 card ♥ suit before 5 card ♦ suit but that is down to method and agreements with partner. pass in tempo is an option after opps. bid 2♠ but I respect opps. and their 2♠ bid is not made on all garbage at red. but pass should only be used when you have not another bid available. here you have 2NT.
yes I would like to penalise the opps. but partner may not have the hand or the strength to re-open here. 2nt shows your hand. you would not be lying...

I posted a similar hand (not quite the same decision as this though) on BridgeWinners a little while ago, because I was a little unclear on how people would interpret a double.

practical unless your system says it is not natural. Gives p a chance to bid 3d if all they have is something like KQxxxx diamonds and out. Would not hate 3n. Would prefer x here to be takeout with extra values (not using support x with diamonds).
