I think it is. It denies a 4-card major and I wouldn't double without a 4-card major and less than the strength for a 1NT overcall.

But OK, I suppose partner may take it as a 3343 14-count and decide to pass it. Not illogical.

Opposite a hand that has shown values/shape with a cue bid, I think you have to play 2NT as forcing.

Any 2-suit bid is an offer to play, and shows a limited hand (approximately 11-13 ish). Responder can pull to 2(o)M or 2NT as an offer to play, or jump bid to establish a game force. Frequently we stop in 2M.

No doubt better continuations exist or can be invented, but this has the benefit of working over either minor opening.

I always find it intriguing how often forum discussions short circuit with actual play - of course a big part of this is that we are alert to a pattern that might otherwise have gone unnoticed. In this case, last night one of the better pairs in Turin bid the 2♣ cue and explained it as above So I guess it was already under my nose, unless they are forum lurkers.
