I think it is. It denies a 4-card major and I wouldn't double without a 4-card major and less than the strength for a 1NT overcall.

But OK, I suppose partner may take it as a 3343 14-count and decide to pass it. Not illogical.

Opposite a hand that has shown values/shape with a cue bid, I think you have to play 2NT as forcing.

Frequently we stop in 2M.

No doubt better continuations exist or can be invented, but this has the benefit of working over either minor opening.

I always find it intriguing how often forum discussions short circuit with actual play - of course a big part of this is that we are alert to a pattern that might otherwise have gone unnoticed. In this case, last night one of the better pairs in Turin bid the 2 cue and explained it as above :) So I guess it was already under my nose, unless they are forum lurkers.
