Late to the thread and maybe we need another, since you have since been enlightened by another vision of NS3N.

I dislike the idea that 3N is a mild slam try (semi-serious?), see Davidkok's point about captaincy... although I do concede that in an expert partnership 1C - 1H; 3H - 3N might be something similar (I just avoid it).
But at I/A level I think 3N should just be a red flag ("I at least am not serious") to partner who invited control-bids. The issue is rather why we are not serious and how it differs from fast arrival, they can hardly be left with the same message.

I also agree with Davidkok that over 2S I like 3R to be natural shaping out, not control, although that is partly tied to what 2S promised in the first place... we play that it might even be 2 cards and requests Opener to continue to describe. Be that as it may, I would be uncomfortable control-bidding directly over shape rather than simply bidding 3M to invite partner to control-bid.

Getting to the point, I think that the normal bang for buck use of NS3N is when partner has GF raised our major at 3 level, inviting control-bid.
The real question is what NS3N is warning about: minimum strength or weak trumps, or either (guess which).
As I understand it, the traditional answer is that a control-bid promises extras and at least acceptable trumps for the auction.
I suspect that is over-conservative and in practice I have found any combined or guesswork meaning unplayable, perhaps because I have intermediate partners.
So I decided to play that NS3N indicates weak trumps and says nothing about strength, whereas fast arrival indicates lack of controls and minimum strength.
It's one of those conventions that rarely occurs, but by it's absence gives solidity to the system.
