Playing 5cM with a short club, what's the archetypal sort of hand for P to have for 3♣? Ie is it primarily competitive, presumably non-min, or primarily constructive (ie close to a normal jump rebid of 3♣?) What's the worst hand you would expect him to bid like this on? And, having got this far, what's your next action?

Whatever 3C shows, I don't think you have enough for game.
Some people play 2NT as a relay to differentiate between a good hand and a bad hand. Failing that, 3C is pretty wide range - from a minimum with lots of clubs to a hand that doesn't want to cuebid.

You have a pass unless you are playing Good/Bad 2NT* here.
The percentages strongly favor partner holding minimum values.
Playing the Good/Bad 2NT* convention, 3C shows the values for a jump rebid in clubs
@16-18. You are worth a 3S bid(forcing) if partner is showing that type of hand.
With a minimum hand and 6+ clubs, partner bids 2NT* first and you normally
bid 3C with a weak type hand or you make a stronger bid with better hands.

I'd want partner to have 15-17 and 6+ ♣ cards for a free bid at the 3-level. 3♠ now keeps both ♠ and NT in the picture. That.
